The introduction of the Police Reform and Social Responsibility Act 2011 placed new duties on Commissioners and Chief Officers to collaborate where it is in the interests or effectiveness of their own and other police force areas.
Working in Wales
The Commissioner for North Wales works with the other Welsh Police and Crime Commissioners through the All Wales Policing Group. The All Wales Policing Board provides a bridge on policing issues between the devolved and non-devolved aspects of public service in which the police operates in Wales. The purpose of the Board is to inform and shapre Welsh Government policy and future strategic policing priorities to support overall delivery of public service in a devoled environment.
On the 26th of March 2014 the Group approved a Memorandum of(MOU) which set out how joint Governance and Accountability arrangements for collaborative policing arrangements in Wales will be undertaken.
Since August 2020 the four Police and Crime Commissioners in Wales fund the post Head of the Policing Unit in Wales to deliver some of the partnership, strategic engagement and related governance agenda.
Regional Collaboration
The Commissioner for North Wales also works with the North West Police and Crime Commissioners.
The Commissioner is a member of the North West Joint Committee which includes all the commissioners from the North West. These are – North Wales, Cumbria, Cheshire, Greater Manchester, Merseyside, and Lancashire. The terms of reference for this committee can be viewed here.
A Collaboration Service General Agreement has been signed by all Police & Crime Commissioners and Chief Constables of the North West Joint Committee.
All Forces Collaborations
All Forces in England and Wales, BNP, CNC and Police and Crime Commissioners collaborate on projects to co-ordinate, support and combine policing services. Support is provided by the National Police Chiefs' Council and College of Policing.
